Chapter Regulations
Chapter(s) of SERO shall be formed under the following “minimum established standards” by the SERO Executive Board:
ARTICLE 1 – Organization
Any group of at least ten (10) SERO members, in good standing of SERO, may establish a Chapter of the organization by (a) applying to the SERO Executive Director and receiving approval of the proposed Chapter and (b) all Chapter members shall maintain active membership in the SERO State organization.
It is the policy of the SERO organization not to discriminate against members based on race, religion or gender.
ARTICLE 2 – Chapter Meetings
Chapters shall meet no less than two (2) times per year. Meeting dates and location of meeting shall be established by Chapter Leaders.
ARTICLE 3 – Chapter Leaders
Chapters shall be formed and consist of the following leadership: Chair, Vice-Chair, Secretary, and Treasurer. Additional roles may be added. More than one office may be combined if unable to secure candidates for each office.
ARTICLE 4 – Election and term of office
Leaders shall be nominated and elected either annually or biannually. Chapters shall be required to submit a listing of the new officers to the State SERO office no later than 30 days after election. Any change in officers shall be forwarded to the SERO offices immediately.
ARTICLE 5 – Duties of leaders
Chair – Plans and leads Chapter meetings including speakers, elections, or other agenda items. Is educated on SERO regulations and procedures.
Vice Chair- Fulfills Chair duties in their absence or as requested.
Secretary – Takes minutes of all SERO Chapter meetings. Notifies members of meeting details or other correspondence as necessary.
Treasurer -Handles any Chapter dues or event monies as necessary.
ARTICLE 6 – SERO Annual Meeting
Chapter members are encouraged to attend the Annual meeting of SERO.
ARTICLE 7 – Procedures
Chapter procedure of meetings shall be operated in accordance with the SERO Constitution, Robert’s Rules of Order and by rules of the Ohio Revised Code concerning non-profit organizations. No Chapter shall engage in any activities that will discredit the organization, jeopardize SERO’s non-profit status or that are in conflict with the Constitution of SERO.
ARTICLE 8 - Dues
Chapters may establish their own dues to support chapter related expenses. Chapters will be fully responsible for collecting and managing these funds.
ARTICLE 9 – Dissolution of Chapter
Any Chapter that ceases to operate shall be required to forward ALL records and un-spent financial support received by the Chapter from the State SERO organization to the SERO office. SERO recommends any remaining funds held by the dissolving Chapter be forwarded to the SERO state office for purposes of re-establishing a new local chapter.
ARTICLE 10 – Clarifications
Any matter not understood by the Chapter, may be clarified by the SERO Executive Board

Start A SERO Chapter
Any member in good standing who wishes a Chapter of SERO for their local area may request that the SERO organization review interest from general membership for SERO Chapter in the local area. If initial interest is sufficient to support a Chapter, then an organizational meeting will be held in the local area. An interested retiree from the area will work with the SERO staff to initiate the first meeting at a local facility that supports such meetings. Many Chapters meet at local restaurants, Senior Centers or a common meeting location. It is not common that Chapters pay for this location, however, at restaurants, many groups have coffee, tea, or a meal while meeting.
The SERO office will provide speakers and information for this meeting. At this meeting, members will be solicited to assist in the formation of the SERO Chapter. If volunteers step forward, and there are at least 10 SERO members who confirm their interest in the Chapter, then the process will begin. Those ten members will apply for a Chapter Charter from the SERO state office and once approved, the Chapter is born. The state office will forward the Chapter Guidelines and Regulations along with information on financial support from the state office.
SERO will then forward other SERO members in the local area to the Chapter. They may do a mailing to notify that there is now a group of SERO existence locally and to invite them to a meeting. The Chapter members themselves may know retirees from their districts that they may want to invite to a local meeting.
SERO has a wide variety of representatives that will come and speak at Chapter meetings to inform members of the many important retiree and Senior concerns.
